This course provides methods to estimate the quantities associated with individual user cost components (vehicle operating costs (VOC), user delay, and crashes). The text also discusses the traffic diversion, vehicle classification, and directional hourly traffic distribution, as well as input parameters that are required for assessing work zone costs related to LCCA in pavement design. The material is based on Life-Cycle Cost Analysis in Pavement Design, Interim Technical Bulletin, FHWA-SA-98-079 Chapter 3.

After completing this course, the learner will have a better understanding of the importance of work zone user costs in Life-Cycle Cost Analysis (LCCA) of pavements, as well as an understanding of the following topics: 

• Free flow and forced flow of conceptual analysis
• Calculation of work zone directional hourly demand 
• Identification of user cost components and determination of roadway capacity
• Select and assign VOC rates and delay cost rates
• Compute user cost components by vehicle classes and assign traffic
